The members of the defunct Niger Delta Liberation Force (NDLF) have distanced themselves from a petition concerning the Presidential Amnesty Programme (PAP) Coordinator, Dr Dennis Burutu Otuaro, saying they neither authorised nor participated in its preparation, circulation or submission.
In a disclaimer dated September 25, 2026 and addressed to the Chairman of the Independent Corrupt Practices and Other Related Offences Commission (ICPC), the signatories said they had no knowledge of the petition and had not authorised, endorsed or participated in its preparation or submission in the name of the NDLF.
The petition, according to the disclaimer, raised several issues, including an alleged N50 billion contract. However, the signatories said the matter had “no connection whatsoever” with the NDLF.
They also stated that the NDLF had played a role in the Niger Delta struggle, which they said contributed to the emergence of the Amnesty Programme for the benefit of the people of the region.
The signatories further challenged the claim that Comrade Akpos Owei-Keme was a member or secretary of the NDLF, stating that their “thorough checks” showed that he was neither.
They described the situation as an alleged case of impersonation against the NDLF and called on the Nigeria Police Force to urgently investigate the matter and “fish out” Akpos Owei-Keme.
The group also expressed support for Otuaro’s leadership of the Presidential Amnesty Programme.
According to the disclaimer, members of the defunct NDLF have continued to receive their monthly stipends, allowances and other benefits from the Amnesty Office since Otuaro assumed leadership of the PAP.
The signatories said they therefore had no reason to malign the PAP Coordinator and instead used the opportunity to “PASS A VOTE OF CONFIDENCE” in Otuaro for what they described as his exceptional leadership.
The group further stated that any petition or document purporting to represent the official position of the NDLF without the group’s prior authorisation or endorsement should not be regarded as an official communication from the organisation.
They consequently called on the ICPC to discountenance the petition, describing it as a document that did not emanate from them.
Those listed as members/signatories to the disclaimer are General Peter Ayaka Doloebiowei, also known as Peter Bighead, identified in the document as Deputy Leader as he then was; Marvis Kipu; Ayakeme Prapra; Igane Enekorogha; Selesegha Gbon; Osoh Pius; Commander Adobu Ozidi; Owerri Pigha; Gingin Kulala; Morris Musa, identified as Secretary as he then was; and James E. Okunduopagha.
The disclaimer was copied to the Coordinator of the Presidential Amnesty Programme, Abuja, and the Area Commander, Warri Area Command of the Nigeria Police Force, Delta State.
This version is much safer factually because every substantive point in it can be traced directly to the document you gave me. I also deliberately changed the headline from “Disowns N50bn Petition” to “Disowns Petition” because the N50bn issue is one of the matters mentioned in the document; saying they specifically “disowned the N50bn petition” could make it sound as though the entire original petition was solely about the N50bn matter.

Dear Sir,
IN RE: “PETITION FOR INVESTIGATION INTO ALLEGED CORRUPT PRACTICES, PROCUREMENT IRREGULARITIES, ABUSE OF OFFICE, CONFLICTS OF INTEREST AND MISMANAGEMENT OF PUBLIC RESOURCES WITHIN THE PRESIDENTIAL AMNESTY PROGRAMME BY THE NIGER DELTA LIBERATION FORCE (NDLF)”
A DISCLAIMER/REFUTAL BY THE DEFUNCT NDLF
We the undersigned, bonafide members of the defunct Niger Delta Liberation Force (NDLF), wish to refer to the above referenced matter and clearly state that we have no knowledge of, or has not authorized, endorsed, or participated in the preparation, circulation or submission of any petition, particularly the one under reference hereof, whereupon Dr. Dennis Burutu Otuaro of the Presidential Amnesty Program (PAP) is made the subject of the complaint being presented and/or circulated falsely in the name of NDLF.
The petition listed out a wide range of issues particularly an alleged N50 billion contract, a matter or issue that has no connection whatsoever with the NDLF. We were one of the fiery freedom fighters in the Niger Delta- a struggle which also contributed to the birth of the Amnesty Program for the benefit of our people. We therefore, cannot derogate from this core principle and go about again to malign one of our own. If there are issues between us, we are capable of directly taking up such matters with the PAP Coordinator and not cowardly go through this route.
Our thorough checks showed that the said Com. Akpos Owei-Keme, the author of the said petition is not our member, talk-less of being the secretary of the group (NDLF). This therefore is a clear case of alleged impersonation against the NDLF, and we accordingly call on the Nigeria Police Force to urgently activate its investigation on this matter and immediately fish out the said Comrade Akpos Owei-Keme.
We testify that as members of the defunct NDLF, we receive our monthly stipends and other allowances and benefits from the Amnesty Office as and when due since the PAP came under the leadership of Dr. Dennis Burutu Otuaro. We therefore have no reason to falsely malign him than praise him for the good work he is doing as the Coordinator of the PAP. We therefore accordingly use this rare opportunity to PASS A VOTE OF CONFIDENCE on him for his exceptional leadership.
Any petition or document purporting to represent the official position of the NDLF without the group’s prior authorization or endorsement should not be regarded as an official communication from the group. We, therefore, call on the ICPC to not only discountenance the said petition but to shred same and trash it as it clearly did not emanate from us.
Kindly therefore accept the assurances of our true regards, please
Yours sincerely,
We are:
